Competition law is a newcomer to the legal system recently. A sound understanding of competition policy can provide us with sufficient bases to apply a fundamental and normative view of the issues of competition law. The difference in supervision and regulation determines how the market functions and in order to understand this difference one must understand competition policy. Competition policy may be based on governmental support for national production and industry or on a non-interventional and regulatory posture. Moreover, supervision, based on the principle of non-intervention in the market mechanism, is rooted in liberal ideas; however, regulation, whether as a rule or an exception, is based on the assertion that the market has been ineffective in attaining its goals. Therefore, the government will resort to interventions to regulate inefficiencies.  This paper aims to analyze Supervisory Authority in Implementing Competitive Policy by employing the description method. In this article the author tries to first delineate competition policy, its related requirements and imposed deviations to the market. Then, by defining the Supervisory entity and clarifying its distinction from the regulatory institutions, the author considers the characteristics of an appropriate Supervisory entity conducting a comparative study of this issue in Iran and the U.S.A. This form of Competition policy because of its applicable experiences which have been well described by recent scholarship is considered suitable for the native system.

Unfalsified Adaptive Control (UAC) is a recently proposed robust adaptive control strategy. In this paper, the UAC principles and algorithms are reviewed and Multi-Model UAC is followed as an intermediate between UAC and multiple model control. Different approaches in UAC and MMUAC are studied. Also, Multi-Model Unfalsified Generalized Predictive control (MMUGPC) is proposed, which is a new control design strategy in the UAC framework. For an uncertain system, by utilizing several generalized predictive controllers and discrete switching between them with unfalsified control, a new structure is proposed and appropriate equations are derived. Simulation results show the effectiveness of proposed Multi-Model Unfalsified Generalized Predictive control.

This article describes definitions, tools, features, goals and standards, about concept of accountability. Attentive that this concept is one of the indices of good governance, other indices of good governance will be provided. This paper will presented a model as a theoretical framework for common comparing systems will be use in world. Accountability systems in the Anglo-American countries with parliamentary and presidential political systems and also in three of developing countries (Pakistan, Bangladesh and Zambia) will be studied. At the end of paper, the modeling will be presented attentive to results of accountability systems on based of values, behavioral expectations and effectiveness of oversight institutions in these five countries to profit from MADM and TOPSIS techniques.

Currently, managing and supervising the activities of public joint-stock companies is one of the main issues in the economic system of various countries, including Iran. Thus, in many countries, corporate governance policies play an important role and the audit committee, as one of the committees of the board of directors in public companies, plays a key role in establishing and overseeing these policies. Since one of the most important duties and responsibilities of the audit committee is its Supervisory role and the responsibility for monitoring all financial activities of the company, it is necessary to explain indicators to evaluate the Supervisory function of audit committees. This study aims to explain Supervisory indicators to evaluate the performance of audit committees, to formulate the Supervisory indicators in the form of a questionnaire. To this end, the indicators were developed and tested by surveying professional and academic experts and also members of the audit committees of firms listed on the Tehran Stock Exchange and the Iranian OTC Market. The results showed that the Supervisory indicators of audit committees in the Iranian capital market encompass four dimensions including supervision on financial reporting processes, supervision on internal controls, supervision on internal audit, and supervision on the independent auditor. Besides, these dimensions were categorized into 21 sub-indicators.

The aim of this research is to present a risk-based supervision model by the bank and credit institution supervisor. The statistical population includes all experts in the banking industry and our sampling method is a theoretical and targeted one(snow ball). For this purpose ten experts-experts and senior managers of the banking sector (central bank and banking network) and university professors-are selected and interviewed. Propositions and conceptual relationships of the phenomena that makeup the model are introduced, based on the grounded theory, after collection of organized data and inductive analysis of concepts derived from interviews, through open cooling, axial coding and selective coding of categories. In addition, after reviewing the theoretical foundations and experiences of other countries, some effective components are included in the model. The results of the research represent 35 dimensions. Findings show that the lack of a clear definition of the supervision concept and its goals has caused stakeholders and actors to face different expectations of the concept of performance and the outcome of regulatory system. This issue leads to an inconsistency between the supervised organization, Supervisory institution and decision-making authorities Also, the inadequacy of the monitoring in current situation, due to the retrospective nature of the existing monitoring framework, has placed satisfaction with the output of the current monitoring framework at a low level. Relying solely on the approach of comparative supervision and not paying attention to future risks and future forecasting, as well as the lack of a proper process and structure in applying supervision show the necessity of the risk-based supervision.

In this paper, using hierarchical control system, we have introduced a new method for control of double inverted pendulum. In this method first we separate the system into three sub-system and for each sub-systems we design a local controller which is independent from the others. Then, in the higher level considering the interaction between the sub-systems we design a Supervisory control. (this is done by producing a number of weight function corresponding to our sub-systems). The results show that fuzzy controllers stabilize the system in a wide range of initial condition in about 20 to 24 seconds.

The design and implementation of a novel fuzzy Supervisory control approach for the motion control of a seismic shake table is addressed in this work. For this purpose, a single degree of freedom laboratory-scale electric shake table was developed. The control scheme comprises two loops: a PI inner loop and a fuzzy outer loop as the supervisor. Three separate Supervisory controllers are proposed and implemented in the shake table and their performance in tracking two real earthquakes is assessed via extensive shake table testing. The test results reveal the effectiveness of the fuzzy Supervisory controller in reducing displacement and acceleration tracking errors.
